EBSCO Open Dissertations now includes the content from American Doctoral Dissertations. It is a free database with records for more than 1.4 million electronic theses and dissertations from more than 320 universities around the world.
OATD.org aims to be the best possible resource for finding open access graduate theses and dissertations published around the world. Metadata (information about the theses) comes from over 1100 colleges, universities, and research institutions. OATD currently indexes 5,860,381 theses and dissertations.

DART (Digital Archive of Research Theses)-Europe allows you to easily search over 360,000 dissertations from over 500 European universities.
Theses and dissertations from other schools can be located in the WorldCat Discovery catalog. (If you want more titles, click on "Libraries Worldwide" in the Advanced Search, or on your search results page, to search libraries all over the world.)
You can either choose "Thesis/Dissertation" from the Content Type list on the Advanced Search page, or you can search for your topic first, then use the checkboxes on the results page to limit your results to Theses and Dissertations.
You can request an Interlibrary Loan for dissertations and theses from other colleges and universities, however this request will most frequently be fulfilled digitally -- that is, you will receive a pdf of the document rather than a print book. If the title you are seeking is not available digitally already, this is the best option to retrieve it.
